This policy is under the 11th Malaysia Plan that government focus on improving for managing and screening the entry of foreign workers in Malaysia, and be better management and effective enforcement by government.
Furthermore, the government has been taken strictly action to illegal foreign workers, and announced the plan “Rehiring Illegal Foreign Workers”, it is total about 15 countries of illegal workers can get a chance to be hired. The deposit and VISA fee are depend on different countries of foreign workers, with the following:

Employers who are found to be hiring illegal foreign workers will be severely punished in accordance with laws. The immigration Act 1959/63, in Article 55 (B), fines range from RM 10,000 to RM 50,000 or imprisonment for no more than 12 months, or both.
